Hutzel & Associates, Inc. provides independent asbestos and lead consulting services throughout Arizona and the Southwest, supporting regulatory compliance, worker protection, and informed decision‑making for facility owners, utilities, municipalities, and industrial clients. Our services are performed by experienced industrial hygiene consultants, under the direction of a Certified Industrial Hygienist (CIH) and safety professionals and are grounded in OSHA, EPA, and AHERA requirements.


We provide assessment, monitoring, and owner‑side project management services for asbestos‑ and lead‑containing materials. Hutzel & Associates does not perform abatement or remediation work. Our role is limited to independent consulting, inspection, air monitoring, and compliance support.


Our Asbestos & Lead Consulting Services

Asbestos & Lead Surveys and Inspections

Hutzel & Associates conducts limited and comprehensive asbestos‑ and lead‑containing material surveys to support renovation, demolition, maintenance, and capital improvement projects. Surveys are performed in accordance with applicable OSHA and EPA National Emission Standards for Hazardous Air Pollutants (NESHAP) requirements.


Survey services may include:

  • Pre‑renovation and pre‑demolition asbestos and lead surveys
  • AHERA‑compliant building inspections conducted by EPA‑certified inspectors
  • Bulk sampling of suspect building materials
  • Identification of regulated and non‑regulated materials
  • Classification of materials under OSHA and EPA regulatory categories
  • Clear documentation to support project planning and compliance


If previously unassessed materials are encountered during construction or demolition activities, we provide additional inspection and sampling services as needed.


Asbestos & Lead Abatement Project Management

Hutzel & Associates provides independent asbestos and lead abatement project management on behalf of the building owner or facility operator. Our role is to act as an owner’s representative to help verify that abatement activities are conducted in accordance with applicable regulations and approved project documents.


Project management services may include:

  • Review of abatement contractor credentials, certifications, and submittals
  • Oversight of containment setup and work practices
  • Coordination with facility representatives and contractors
  • Verification of regulatory requirements and site‑specific procedures
  • Visual inspections during and following abatement activities
  • Documentation of compliance activities


Hutzel & Associates does not perform abatement work and does not direct contractor means or methods. All removal activities are performed by licensed abatement contractors.


Asbestos & Lead Air Monitoring and Clearance

Air monitoring services are provided to document airborne conditions during asbestos and lead disturbance activities and to help demonstrate compliance with applicable regulatory criteria.


Monitoring services may include:

  • Area and perimeter air monitoring during abatement activities
  • Clearance air sampling, where required
  • Sampling conducted using OSHA, NIOSH, and EPA‑recognized methodologies
  • Laboratory analysis by AIHA‑ or NVLAP‑accredited laboratories
  • Interpretation of results using applicable OSHA and EPA criteria


Air monitoring programs are designed based on site conditions, materials involved, and regulatory requirements.


Regulatory Framework

Asbestos and lead services are provided in accordance with applicable federal, state, and local regulations, including:

  • OSHA Asbestos Standards (29 CFR 1910.1001 and 29 CFR 1926.1101)
  • OSHA Lead Standards (29 CFR 1910.1025 and 29 CFR 1926.62)
  • EPA NESHAP asbestos regulations (40 CFR Part 61)
  • AHERA requirements, where applicable
